JOB GOAL:  The Migrant Family Liaison is responsible for recruiting school age and preschool age migrant children for enrollment and supporting enrolled students and their families in accessing all educational and community services needed to ensure they are successful in completing enrollment, accessing services, and attaining and maintaining academic success once enrolled.

 

ESSENTIAL REQUIREMENTS: To perform this job successfully an individual must have the following knowledge, skills and abilities:

Ability to:  communicate effectively both orally and in writing in both English and Spanish with students, parents, and staff; understand and follow both oral and written instructions; work harmoniously with others to achieve desired outcomes; maintain a high level of ethical behavior and confidentiality when dealing with sensitive information; be flexible and take initiative to facilitate improved academic achievement, behavior, and social/emotional growth for all migrant students; recruit and provide support to students who are eligible for services of the migrant education program; collaborate with diverse individuals and/or groups; serve as an effective liaison for students and their families with the school and the district; work flexible hours as needed to make effective connection with migrant families and their students.

Skills to: operate standard office equipment and use computer technology including email, word processing, spreadsheets and the student information management system effectively to perform assigned tasks; plan, schedule and manage multiple activities simultaneously; prepare and maintain accurate records;

Knowledge of: state, federal, and local laws and regulations and district policies related to migrant education; the experiences, working and living conditions and the culture of migrant students and their families.

 

ESSENTIAL FUNCTIONS:

Recruitment:

  1. Recruit school age and preschool age migrant children for enrollment.
  2. Establish positive communication channels with growers, camp owners and managers and all contacts who can provide information regarding the temporary or permanent residences of migrant students and their families.
  3. Advise school administrators of the number of migrant families anticipated by growers, contractors, and camp managers for the current year based on projected crop conditions and labor demands.
  4. Ensure students’ first exposure to school is a positive experience.
  5. Support the regional identification and recruitment coordinator by providing information on potential migrant students enrolled in the district and completing the Certificates of Eligibility as required.
  6. Identify, recruit and determine eligibility status of migrant students and families in the Molalla School District area in accordance with state and federal guidelines.
  7. Establish appropriate partners and contacts, provide recruitment activities, follow up on recruitment leads, schedule and conduct eligibility interviews, make eligibility determinations, document program eligibility and all activities as required by the MEP Regional Office.
  8. Maintain accurate logs and data related to recruitment in the district.
    1. Schedule and carry out interviews to determine eligibility
    2. Complete required Certificates of Eligibility (COE)with a high degree of accuracy, obtaining necessary signatures and routing in a timely manner
    3. Submit COEs, logs, and data to the MEP regional office for approval
  9. Maintain database of currently ineligible children, youth and families and regularly review status for changes in eligibility.
  10. Collaborate and participate in training and professional development provided by the Regional Migrant Program at Clackamas ESD to stay current on issues, trends, and emerging requirements for recruitment and eligibility in the Migrant Education Program per state and federal mandates.
  11. Attend required trainings and MEP meetings as required by the regional MEP office.

Liaison Support:

  1. Develop a positive relationship with migrant students and families in the school district.
  2. Serve as a liaison to parents/guardians and students to remove barriers to students’ success and to facilitate school visits and participation in school sponsored activities.
  3. Assist and confer with students, staff, teachers, parents/guardians, community members, and outside agencies; respond to inquiries from internal and external sources.
  4. Collaborate with school counselors and/or school leadership teams to identify and support higher needs families and to encourage and support regular attendance.
  5. Perform record keeping, clerical functions, and prepare a variety of documents, reports and written materials, maintaining confidentiality.
  6. Assist students and their families to access all appropriate educational and community services needed to meet their needs.
  7. Inform parents through individual and group meetings of school programs and procedures including testing, graduation requirements, eligibility for scholarships, and extracurricular activities.
  8. Discuss higher education and career planning with parents and inform parents of student progress.
  9. Inform parents of their rights and responsibilities regarding school programs and procedures.
  10. Translate school to home communication.
  11. Serve as interpreter at school conferences, registration and other school events.
  12. Assist with registration and enrollment of new students.
  13. Develop and lead parent training (district will support with training and curriculum) to increase parenting skills.
  14. Perform other tasks (which may require knowledge of other job descriptions) as deemed appropriate by the board and the administration.

CERTIFICATES, LICENSES, REGISTRATIONS, BONDING, AND/OR TESTING REQUIRED:

  1. For Title 1 schools, a minimum of an Associate’s degree or two years of college in human service field with training in Early Childhood Education (or equivalent) required. Preference given to graduates of programs/ certificated in human services and/or education such as Early Childhood Education and Family Studies
  2. Bilingual English/Spanish required (speak, read, and write in both languages).
  3. Criminal Justice Fingerprint Clearance.
  4. Possess and maintain a valid first aid card.
  5. Valid Oregon Driver's License to travel between schools during after school hours to provide needed support to families.

 

 

 Molalla River School District requires all staff to be fully vaccinated effective October 18, 2021 unless a religious or medical exception is approved.  New employees must provide proof of COVID-19 vaccination at the time of hire.
